Raised on a farm in Western Pennsylvania, USA, his earliest paying job was working with cows—a formative experience that rooted his appreciation of the dairy industry from the ground up. His studies led him from the United States to the United Kingdom, where he completed a BA, MPhil, and PhD in International Relations at Penn State and Cambridge University.

Prior to working at Dairy Australia, Dr. Shaffer was a vital contributor to the world’s agricultural industry. He served as Director of International Operations at the Hancock Agricultural Investment Group, which initially brought him to Australia. Through time, he shifted from managing investments to leading industries, combining finance integrity with farm innovations.

Proven Leadership in Data and Genetics

Dr. Shaffer is perhaps most famous for his time as CEO of DataGene (2016–2025), during which he helped shape the organization into Australia’s leading data-driven agricultural institution. Under his vision, DataGene led innovation that revolutionized the accuracy, speed, and accessibility of dairy cattle genetic evaluations.

According to a recent impact assessment, “every dollar invested in DataGene returns $16 in value to the dairy industry.” This remarkable performance highlights Dr. Shaffer’s ability to deliver measurable results and to align science with profitability. He also oversaw a major digital transformation, increasing the number of annual genetic evaluation runs from 11 to 41 and reducing the turnaround time for genomic testing by half.

Before joining DataGene, he was the CEO of Holstein Australia, furthering his expertise in genetics, breeding, and industry collaboration. His international leadership has included chairing the Interbull Steering Committee and leading the World Holstein-Friesian Federation, cementing his position as a key player in worldwide dairy genetics.
